Inode, the report may or may not be true. I'm inclined to believe it is, but what I believe doesn't matter.

The goal of the Obama administration in making this report public is clear. They want to apologize to the world for being "warmongers." They want to apologize for daring to treat the terrorists inhumanely. They want America to never make the mistake of pissing off the Islamic extremists ever again.

They knew that the release of this report may encourage more terrorism, at least in the short-term, but they figured that risk was worth it. But worth what? Why make it public instead keeping it classified and trying to fix everything behind the scenes?

Left-wing hand-wringers will claim that we have a moral responsibility to account for our own sins. I get that, but how about the moral responsibility of those who want to see Americans beheaded?
