OK, so you don't think anyone should install solar if they have a mortgage. Good.

I want hospitals to be able to rely on solar when the sun is shining.
CA hospitals should rely on it all the time.

You never have said if you have a fossil fuel powered chain saw. You don't need to. And you can haul it home without fossil fuels too.
