No, not in the context of a justified war. I've said I wouldn't approve carte blanche but there are circumstances that are justified. Groups just like individuals have a right to respond to a direct threat with overwhelming force to stop it. As I stated, it should be the last resort after every diplomatic and otherwise legal attempt to thwart the threatening entity is exhausted. At that point I see no problem with making the commitment to destroy the enemy to the last man up and to the point of complete surrender, a completely noble idea. On an individual basis the example would be murderous thugs threatening to rape and murder your family if you don't stop them any way you can. On a group basis it would be a group being threatened with violent destruction of the group.

Torture is an entirely different matter, deserving a completely different venue of discussion. It is an unjustified abhorrent act in and of itself and has been understood in that way across time and circumstance. The idea of torture producing valuable results is an internally inconsistent concept.

Modern warfare with all the etiquette of rules and fairness must make miss manners proud.
