We only make it illegal for people to work, if they are here illegally. We don't usually enforce it.
We do make some jobs illegal in many states; for instance, prostitution.

We don't pay people to not work. We give money to people who can't find work to keep them from starving. Like this...

After the 1999 election the Labour-led coalition government made few changes to family welfare. However, in 2002 it removed the requirement for parents with young children on the domestic purposes benefit to seek paid work or forfeit the benefit. In the same year 12 weeks paid parental leave was introduced for employed parents with new babies.
