They are just helping their fund manager buddies, they give a buy rating when the price is dropping so it easy for them to sell there huge quantity of shares and then they drop ratings to keep the price from moving up as the managers load up at cheap prices. Once the mangers have bought adequate amounts and have driven the price up 25% or so they recommend a buy to get the next cycle going.

I wouldn't believe it, but after a few years of watching the market closely, you start to see how things work. I take this cut in recommendation as a positive indicator at this point for the reasons I mentioned above.
