Extraordinary rendition or irregular rendition is the government sponsored abducting and extrajudicial transfer of a person from one country to another. In the United States President Clinton authorized extraordinary rendition to nations known to practice torture, called torture by proxy. Al Gore was the architect and overseer.

This map depicts the 54 countries who've allegedly participated in the extraordinary rendition program. The CIA did not perform the interrogations. These are countries where the captives were rendered from the CIA. washingtonpost.com
