I am confused.

Earlier in the week, word was that if the House did not pass a spending bill by midnight weds. The government would shut down.

They passed the bill. now the senate has to pass the bill and I presume Obama must sign it.

If the bill hasn't been passed by both houses and signed by the pres. Why isn't the government shut down? How can the house alone avoid the government shut down, yet the bill still has to pass the senate and signed.

I don't get it.
