The only theory I could come up with to explain those kind of trades is penny flipping by brokers. None of the retail likely have shares bought at lower prices, only EE has them. Brokers don't have to worry about brokerage fees and could borrow your shares to do these transactions unless they're segregated. I don't have any contacts in the brokerage industry to confirm or deny. AG has improved since the worst thought police offenders, Foxyroller and Stockfriend, were banned.
