As jallen posted, Holder took about 3 years to "decide" whether he could prosecute anyone. It said the investigation “was not intended to, and does not resolve, broader questions regarding the propriety of the examined conduct.” In other words, we don't think it is a good idea to waterboard people, but even though we have extensive (6 million pages, if Feinstein is not lying) of documentation, it isn't enough to prove a criminal act took place.
