Can anyone summarize flat-rate online BB brokers?

E*Trade charges $19.95, smallest price increment is 1/64th.

I need another online broker real-soon-now for trading 1,000nds of shares of BB penny stocks (i.e., < $1.00). Who are the flat-rate brokers?

Thanks in advance. I will check out leads before jumping.
