Just ran across this filament sourcing reference. Anecdotal support whether in print or personal experience to support this claim of cheap filament sourcing? I have no other information nor comps to assess.
Parts are incredibly cheap to print out with low-cost extruders such as the Protocycler coming online that recycle plastic bottles into usable filament -- you'll be able to make your own filament out of plastic water bottles and milk jugs (among other items). Another affordable extruder already on the market is The Filastruder

Disclaimer: Protocycler is a "funding campaign" and still open. Base price after funding: $800
I have no affiliation with that campaign nor any of the principals.

Filastruder, base price $299, out since spring of 2013!! Same disclaimer.

Quick look at YTube, shows more competition in this space. Who knew?
