Who has done better in the past 15 years?

The article writer is cherry picking his Russian performance start date to make his point. Russia had their first massive economic collapse about this time in 1998 - whattaya know, 16 years ago. So....if you start from an absolutely disastrous situation for the Russian economy, you get really decent Russian growth since then. It's like looking at the US stock market beginning in March 2009 when everything was at its nadir low point. Of course, US growth since that precise date looks phenomenal.

If you looked at similar Russian growth numbers from, say, 10 years ago to now, I'll bet Russia looks somewhere between feeble and normal.
