Not hard to understand considering the salaries Cubans are paid now, eg baseball pro's get about $40 a month. I would guess there will be a fairly long transition to bring salaries to parity.....in the meantime, that tax money could go for infrastructure repair and upgrade which will attract even more outside businesses....
