Since op costs can have a big impact on project economics I decide to search for some estimates from a porphyry copper-molybdenum deposit in central BC from an operator, Teck. The last Highland Valley technical report was filed in March 2013. Here's a comparison of the op costs:

2008 SC PFS 12.49
2012 SC FS 13.60
2013 HV TR 9.65

The $ 4 difference, if it could be applied to SC, would reduce the total operating cost by about $ 3.5 billion. I doubt Teck would use the same metal prices as the base case numbers are now clearly too high so it's difficult to estimate what amount of improvement can be achieved overall with the optimization work.
