It is a joke.

First, he says it is undergoing the "normal evaluation process" -- which has now taken almost six years. Which, if true, would be suggestive of just how terrible government is at getting things done.

Of course, it isn't true. There is nothing "normal" about a project of this scope taking six years. He is just stonewalling it.

For once I wish Congress would bitch-slap him, but I don't much think they can get the votes. That sorry, obstructionist bastard needs to be stopped.

I think a few veto overrides would be enough for him to learn that he isn't a fucking king.
