Clean HSR works everywhere but in the US, mostly cuz we don't have it. This is half the price of the highways and bridges and airports we'll need to build in its stead.

In a report [51] commissioned by the CHSRA, a comparison is made to the needed infrastructure improvement if high-speed rail is not constructed. According to the report, the cost of building equivalent capacity to the $68.4 billion (YOE) Phase 1 Blended plan, in airports and freeways, is estimated to be $119.0 billion (YOE) for 4,295 new lane-miles (6,912 km) of highway, plus $38.6 billion (YOE) for 115 new airport gates and 4 new runways, for a total estimated cost of $158 billion.
