There really are two Americas. The America where people pay attention to B.S. laws like this and the America that does what they need to do. Victor Davis Hanson has talked about this phenomenon. Half of California exists beyond the laws of California. . It's just too poor to bother with. What're ya gonna do? Fine 'em? They have no money. Jail 'em? There's no room in the jails. Laws like this are only for people with something to lose.
