I never really understood the complaints against Bush on this topic. Should he have jumped up and stormed out of the room? Freaked out? Panicked? What should he have done?

He has commented with clarity on the issue: He didn't want to react with panic before this group of children, and made the decision to allow the planned lesson to be finished, meanwhile making decisions about how he was going to proceed.

I believe he was being thoughful and reflective in the face of difficult circumstances not faced by any other president in the nation's history. God knows, I wish we had someone like him in charge today, rather than the aloof nitwit now running the show.
