Fred,
Your gripe about the $5.00 is misplaced. Most custodian banks charge a borrow fee based on a market value of at least $5.00 per share regardless of the true stock price. Their reasoning is that it is just not worth their time/effort to lend securities below that thresh hold. Your gripe should be with State Street and not Web Street.
