The US is 24th on that list. Most of the 23 ahead of the US are European. So I am not sure what you are talking about. Being on par with Bulgaria is not something to be proud of.

And it is expensive here. Many of the US ISPs operate as de facto monopolies. So prices are high and customer service is poor, Comcast is infamous for this. This is unlikely to change because the barriers to entry are so high.
