The 30 year UST bond's rate is the lowest ever.

Absolutely amazing. At 2% and change, the rate is spectacularly low. Even in 2009, in the thick of the crisis, it was in the 4% range.

And it is not controlled by the Fed.

Four things, IMO, account for this, but in unknowable proportions. First, flight to safety. Second, inflation expectations or, more properly, deflationary winds. Third, USD strength. Fourth, a weak economy and weak economic prospects.
