Keep in mind bullish percentages do not provide a timing model. They only show when a sector has statistically a low number of stocks in the sector makeup that are not in a bullish trend.
Sectors can remain out of favour for years due to fundamental reasons.

Re-shuffling of the stocks in a sector can also distort the bullish percentage. It may or may not
be a good indicator or whether a sector is oversold depending on how stable the list of stocks are in a sector.

Re-shuffling of the SP500 each year for example makes long term comparisons difficult.
