Notebook, Desktop? Flat screen? Could be the monitor or the video card. There is a program you can use it called BurnInTest. passmark.com You can stress test the video card to see if its failing. If its a desktop swap out the monirtor and see if it does it on another. If its a notebook, use the software I provided.
