Yes !

It takes energy to move the atmosphere and we measure energy as heat. Now even the frozen middle of Antarctica at 100 below zero has some heat, but nearly all movement of the wind is caused by higher temperatures.

The bully heat does not push around the air in the center of the Antarctic continent, and consequently it is nearly always below freezing even after months of 24 hour summer sunlight.
