Good Question.

They say the exception proves the rule. What does this mean? It means that a different or exceptional condition provides a test. In this case the test is "why is the center of Antarctica different (in terms of weather) than the center of the north pole?

The answer is that Antarctica is a continent and the North Pole is in a sea. Remember, cyclonic storms move across water and then breakup when the go over land (they are powered by warm water evaporation). There is water at the north pole so the storms can enter and move until they run out of energy by warming the ice and cold air and pushing cold air out of the way. There is no water in the Antarctic so the storms break up relatively near the shores. If you check, the shores and especially the peninsula of the Antarctic are the warmest parts. The center of Antarctica does not get hit much at all by these broken up storms and so the cold air just sits there.
