You mean the ocean isn't ice covered. The coast does get snow and ice every year. As does Scotland and the rest of the UK.

You know that Pulpit Rock that is famous. In Stavanger/Lysefjord area. Buses only take people to the trail to there April - Sept. But the fjord is open for boats all year. That area looks like this in winter:
