Don't know about record low without checking but forecast is for 9 degrees Friday night, that's record enough for me. Right now, they are forecasting some snow to begin here in about 80 minutes, ie 4:02 PM... I'll let you know. Sunday night low to be 6 F and Monday low to be -2 F, snow possible. Your forecast is for the Lower Hudson Valley, that would be Westchester and NYC......I live in the Mid Hudson Valley..
