All the pundits have written over and over again that Obama had to make a 'deal' with entrenched interests in order to get the bill done. It IS too bad that more was not done on the cost side, but sooner or later it's gotta happen IMO... It's more than "too bad." It's utterly irresponsible. Facing obstacles is no excuse. You don't dig a hole deeper before gathering yourself to climb out of it. If those around you don't want to collaborate before hand on how to get out of the hole you are about to dig, all the more reason to put the shovel aside until conditions can be improved.
