You inadvertently pointed out the basic problem with the European economy:

Or more clearly, Germany was doing what was in the German banks' best interest.

Europe's problem is that it is not a unification of federated states. In the US, one state's banks are not responsible for bolstering economic or catastrophic problems in other states - that's a US government problem. A poor state in the US reaps most of the "welfare" funds. Europe needs to be more cohesive and work out a way to help its poorer countries advance economically - and bail them out if necessary. I think there needs to be an all Europe tax for common purposes.
