If one doesn't need heat, AC, clothes dryer, electric water heater, or a real cooktop or oven, you can run most other things. Most people, including the abjectly poor, require this stuff these days.
You don't need AC in the SF Bay Area.

WR probably has natural gas heating his home and water. Maybe even a NG oven.

I don't think he's as "carbon-neutral" as he thinks he is.
