Al, the point is that you can't promise something for nothing. Everything has a cost. More people have health insurance these days, but nothing has been done to increase the number of care providers or reduce costs, other than to drastically cut the reimbursement to doctors for treating Medi-Cal patients. Even then, costs aren't going down because there are so many more people demanding health care services. This is why, among other reasons, I don't take the CBO's estimate as gospel.
