Um, they are already over 20.
What do you mean "already"? The link said that they won't be available until 2017 at the earliest.

Near the bottom of that link, there's also this note: "The record efficiency of 20.1% for perovskite solar cells accepted as certified value by NREL in November 2014, has been classified as 'not stabilized'."

Seems like there's still much work to be done just to get to 20% efficiency in the market (and not just in the lab).
