I think you are just making shit up.

Perhaps you are wrong or have a faulty memory. I have ALWAYS had to go through passport control when connecting to another terminal and flight to another country in Munich, Frankfort and/or Dusseldorf. No passport control to leave the terminal to stay in Germany.

I have also had passport control in London even on the Eurostar from France, as well as upon arrival of transatlantic flights.
