There is a big difference between "regions" and "initiatives" and you can't just throw them in a sentence together and make them similar.
There is no end to this argument but at the end of the day it is ready access to capital that causes innovation. I do not believe an argument can be made that liberals are particularly supportive of capitalistic endeavor.

I would point you to the Russian automotive model, where cars are made of heavy steel, every model is available in special designs for one-footed, two-footed, no-footed drivers, but they are consistently pieces of shit. I would also point to the aforementioned hydrogen fuel cell, which is anything but a liberal initiative.
