Oh, OK. The governor blames climate change, but of course, it's not the governor's fault. “ Climate change has arrived to stay,” Geraldo Alckmin, the governor of São Paulo State, said this month. I guess that proves your point? The governor should've hired Joseph to deal with urban planning. He understood low-frequency teleconnection patterns. LOL!
