The word provocative like many in recent decades has been compromised by political nuance and manipulation. Legally if your behavior can be described as behavior designed to provoke another person to anger, you could be held responsible for their reaction and even subject to criminal charges in some cases. But then you can dress in a manner intended to provoke an arousal in another person without being held responsible for their reaction. For example: A person who notices your sexy outfit and comments on it can be charged with harassment, based simply on the level of discomfort the comment causes you to feel. Can the sighting of religious artifacts provoke another person, sure it can, especially if the other person harbors ill will toward members of the faith. Does that justify a harmful response… no.
