Most definitely... if you pull the weapon out of the holster, you had better use it immediately... don't play hero in that situation, that's not your job... draw, aim, and fire... all within a second, and this should be practiced until it becomes second nature... when I was working in State law enforcement, I had to re-qualify every few months with my weapon... it was an all week thing, and the actual re-qualifying took place on the last day... one of the things we had to perform successfully was to draw, aim, and double tap all within one second and also hit center mass of the human target while firing from the hip right out of the holster, we used holsters with a thumb break so the gun could draw from the holster and you already took aim the instant the gun was free of the holster, all in one fluid movement... you actually can aim very well using instinct, taking aim while drawing and firing from the hip cannot be done if you think too much about it...
