The terminology for potato "starch" and potato "flour" are indeed imprecise. As Bob points out, the raw unmodified potato starch can be used in small quantities for its resistant starch content, e.g., 2 level tablespoons to provide 16 grams resistant starch. But more than this and you will begin to see rises in blood sugar. So go lightly with this raw unmodified starch.
