The creation of ISIS or of Al Qaeda, for that matter, were inadvertent outcomes of some well intentioned western operations which became infected with some cankerous radical developments no one saw coming.
The only reaction I have to that statement is one must either believe our rulers are idiots or they really are evil. Given the US has been lighting the jihadist fires since Reagan, I would say "evil" is more appropriate.
