I think you have the right answer in "$$$"...

However, PAW has none...

And, China has lots and lots of $$$, and China is wildly corrupt. China has very little integrity, much less honor. And, China has almost zero concern with the "rule of law" issues when they don't stand to benefit from the proper operation of the law. So, whatever window dressing it is that is required to be applied in enabling the outcome that $ requires... it will still probably be China's $ and not the interest of the people in the "rule of law" that will determine the outcome.

If China wants the deposit... they can have it. The only questions are about who it is they will have to pay in order to get it... and what it will cost them to get it.

Either they pay PAW... and play by the rules of the market that require acknowledging PAW's ownership...

Or, they pay corrupt politicians, pay corrupt lawyers, etc., and use the power of the law to steal what they want.

If PAW isn't already preparing appeals, addressing the issues to the WTO, and to the next level in court, where the treaty rights of the members in the Commonwealth nations are properly adjudicated... then you can probably kiss this thing goodbye.

Can you trust the management and the insiders to not throw you under the bus... given how many times they've tried to do that in the past ?
