Different context, I am not posing a threat and If I were, I would expect people to voice their opposition to me wielding arms. Your reference was to adversarial entities having a say about the arms of their enemy or potential enemy. If I know or suspect my neighbor intends harm, I would definitely want to have a say about how they are armed. Same with another country. Once again... duh!
