Perhaps Lindsay wasn't aware of the article below or he thinks they are full of it.

theglobeandmail.com

"Teck Resources Ltd., Canada’s second-largest mining company, is looking to buy a copper mine as the current slump in prices puts pressure on some rivals to sell.

So he is not looking for a project to develop. He is seeking to buy a producing operating mine in a safe jurisdiction. Which is revenue generating when Teck takes the keys. Suggested toward the end of this year.

They may have to optimize production & costs. But that is far cheaper than financing a ground up mine and milling facility which will take five or six years before they see the first penny returned.

On there own website. Teck lists these areas that interest them. So the purchase could be in any of the following.
C&P " we are actively exploring and assessing development opportunities for new copper deposits in Canada, Chile, Mexico, the United States, Namibia, Peru, Turkey and Australia."
