You bring up the point of poor reimbursement rate for the pap smear test. I believe that the laboratories are going to have to shoulder more of the responsibility for the poor reimbursement.

Laboratories have been using the Pap Smear testing as a cost leader to get professionals to use their other services. Insurance companies based their reimbursement upon a percentage of the usual and customary fee. For example I believe Medicare will be paying 74% of the median charge for laboratory services in 1998. I believe this represents a 2% reduction from this year.¯

Where do the insurance companies get their usual and customary or median fee? From past billing history of course. Therefore, I would like to suggest that the laboratories took a calculated risk and ended up cutting their own throat. It will take time and improve billing practices on the part of laboratories before we see marked improvement in reimbursement in this cost cutting managed care environment.

Also, it should be understood that just because an insurance company says they will pay for a certian procedure, it doesn't mean the reimbursement rate will be high enough to cover the cost of the procedure.

This is exactly what gives AccuMed its advantage. Here is a quote from CAP Today's June 1997 Sidebar on three approaches to improved screening:
