I agree that approaches that cut costs are easier to sell than approaches which improve the diagnostic capabilities. Approaches that do both are perhaps the best.

The arguement to the reimbursors for better diagnostic capabilities is that it will save them money in the long run. When stock performance is quarter to quarter this is often a difficult case to make. But I think that slowly the situation is changing and better reimbursement is in the cards. The consolidation of labs is aiding the process.
