So much PC related witchcraft. I recall when they started the EEOC offices in many agencies, they were finding everyone guilty without any evidence. When the overwhelming complaints stopped they decided it wasn't being reported. They did not conclude that maybe people learned to avoid being in a position in which complaints could be made.

Actions like this always support their need for more action by finding something wrong, where nothing at all exists.
