Its literal meaning—good birth—suggests a suitable goal for all prospective parents, yet its historical connotations tie it to the selective breeding programs, horrifying concentration camps, medical experiments, and mass exterminations promoted by Germany's Nazi regime in World War II. ...can related contemporary practices be distinguished, in their aims, forms, justifications, and likely consequences, from the clearly morally impermissible eugenic programs of the past?
You are still spouting Utopian Master Race Eugenics as the best thing since sliced bread. Today, instead of gas chambers you have "voluntary" abortion clinics to do the job for you. Of course you have to lie to the mothers and tell them their child is nothing but an egg or a parasitic blob of cells, but anything for the cause, no matter how dishonest. You also have Doctor assisted suicide for the sick and especially for the disabled along with "involuntary euthanasia" (cute name BTW) for babies whom you deem to be Human Weeds. Designer babies are already in the works for those who can afford it. Unfortunately they will never discover the gene that makes Humans evil, so all you will have are a bunch of healthy and incredibly good looking people who are morally flawed just like the rest of us.
