When Bush was in office Putin wasn't taking Ukraine and flying bombers over Europe without their transponders on. It's difficult to say whether Russia's actions are indicative of the personalities of U.S. Presidents or just the volatility of Putin himself, but Obama hasn't really given any real vibe that he won't put up with stuff. Whether it's accurate or not Putin may be getting the impression that Obama is an easy mark.
