The Europeans are in a tough spot on Russian sanctions because they trade a lot with the Russians and the Russians are essentially their utility company.

That's why Putin holds all the cards. He controls all the Russian television and newspapers so he can spin things any way he wants.

Opinion polls in Russia are pretty much worthless so you can't really get any objective view on how the average person feels about things. I doubt that many of them are happy about the drop in the ruble but I also doubt that many of them are going to want their names associated with any criticism of Putin. That could lose them their job, their apartment or their life....
