Certainly a three foot diameter tap of the mighty Columbia would not harm the downstream flow of that basin, yet it would do so much for this drier southern state.

lol, good idea. Send water from yet another river into S. California, so that the inhabitants there can continue to pretend that they don't live in a desert turned into a habitable oasis by the government that so many of them despise for all the boondogles that they say the govt encourages. And of course make sure that govt subsidizes the water that goes down there, because everyone who lives and farms in a desert deserves to have subsidized water.
