Its a bit of a pickle. 38 million people in Ca now, when I was a kid and there were dams being built, there were only 18 million. Now no more dams being constructed, wild rivers and all that talk. The biggest and most available resource is much closer at hand. Through the modern miracle of reverse osmosis sea water can be converted back into drinkable fresh water but no one other than boat owners seem willing to spend the bucks needed to fund this.
